          The following information is hereby provided to the general public regarding the illegal sale of Kerala State Lottery tickets conducted by un authorized agencies through internet.

          At present the Kerala State Lottery tickets are not being sold through internet/online. But it has come to notice of the undersigned that the number of website are seen dealing with online sale of Kerala Paper lottery tickets. It has also been noticed that several persons/sellers/organizations or agents are conducting their own personal schemes by linking with Kerala State Lottery for their vested interests.

           As per the Kerala Paper Lotteries (Reg) Amendments Rule 2011, Rule 6 Sub Rule(2) “No agent shall conduct the sale of tickets through internets or by any other means  without prior written permission of Directors and only the same of physical tickets is permitted”. The department had not so far given permission to any persons/organization to conduct internet sale of Kerala State Lotteries. As per the Lottery (Regulation) Act ,. 1998 such illegal sale of lotteries is an offence under section 7 which is reproduced as follows.

        The department has came to notice that M/s PAYPAL, India Pvt Ltd No. 334, Futura, IT Park, BlockA, Old Mahabalipuram Road, Shlinganallur Chennai assists in the conduction of internet/online sale of Kerala State Lottery tickets by accepting the cost of tickets through credit/debit card and not supplying tickets intact. This s a blatant violation of existing lottery rules. Viewing these violations on the part of PAYPAL, the department has given a show case notice on 24.3.2012  for giving explanation within 7 days. They have also not responded to our notice dated 24.3.2012. Hence, this advertisement.

         Therefore the department hereby inform the general public not to get trapped into these unlawful/fraudulent lottery transactions by unfaithful agencies through Internet or other online means where tickets are not handed over to the purchasers intact.
